根据中国工程建设标准化协会《关于印发〈2018年第一批工程建设协会标准制订、修订计划〉的通知》（建标协字〔2018〕015号）的要求，由中国建筑科学研究院有限公司、中国建筑西南设计研究院有限公司等单位编制的《交通建筑节能运行管理与检测技术规程》，经本协会建筑环境与节能专业委员会组织审查，现批准发布，编号为T/CECS 890-2021，自2021年12月1日起施行。
